P15 adds the final controlled live pilot cutover layer. It prevents GCCAP from moving real client operations into pilot launch until supplier data contracts, Teltonika/CtrlOps payload acceptance, field dictionary approval, tenant isolation evidence, monitoring/backup evidence, notification delivery, hardware/site approval and client go-live signoff are complete.
