Certify the real CtrlOps/Teltonika data feed before GCCAP treats live sensor data as evidence-grade.

P6 creates the certification harness for sample payloads, field dictionary lock, raw payload preservation, decoded event validation, offline/backfill behaviour, BLE density evidence and gateway placement validation.
