Build 29 is preparation, not final production.

  1. Do not call GCCAP production-live until managed infrastructure and real supplier feeds are proven.
  2. Do not onboard global clients until security, privacy, identity and monitoring are live.
  3. Do not publish Watchdog rankings until governance, legal review and sample confidence gates pass.
