GCCAP can build authority through Watchdog methodology, but only if private client data, public claims, publication thresholds and benchmark language are strictly controlled.

Governance

Public/private separation.

This is the rule that protects clients and GCCAP.

  1. Private pilot data is not used for public naming, ranking or implication without controls.
  2. Public outputs must be aggregated, governed and supportable.
  3. GCCAP does not certify food safety or legal compliance.
  4. Watchdog exists to build trust and transparency, not to weaponise unverified data.
